Secondly none of the terrorists in Gitmo were put there for "standing on the wrong street corner". Those aren't "innocent bystanders".
And thirdly, our "culpability" is a stupid way to say "it's our fault because people hate us". It isn't our fault that islamic terrorists hate Americans, their religion requires it. Taking responsibility for other peoples feelings is a good way to become an emotional victim before becoming a physical victim.

Seriously, Saddam said he didn't have nukes and he didn't. But we spent 800 billion dollars to find out the hard way. My point being, sometimes they say what they mean.
And demented, sadistic rulers for life don't just "step down" because you ask nicely.
And your facts on who is in Gitmo are just naive. There have been several documented cases of the US incarcerating innocent people there and then sending them home 6 years later with a wad of cash and a sheepish sorry for the rectal probing.

Its the people kinda pissed off that we sent arms to their despotic leaders who then used them to oppress them for 10 years. That tends to make you enemies.

Bad guys have been set free. After 6 years someone decided to set them free, and next thing you know the dude ends up as a Taliban leader in Afghanistan. Why did we let him go? Because he may have been guilty as hell, but we couldn't build an airtight case.
Ever hear of an innocent man falsely convicted who decided to enter a life of crime because he was falsely convicted? Me neither, all the cases that come to mind ended with the released innocent man going back to an innocent life.

The Kurds had it pretty bad under Saddam (with TWO Ds! double your pleasure, double your fun is a handy mnemonic device to remember) and yet the Kurds are hands down our staunchest allies in Iraq.
The shadiest characters in Iraq are the Sunni's (you know, the minority that was in power under Saddam and the Baath party). While the majority of Shia muslims are fine with coalition forces there Shia belief system places a lot of power in the clerics (essentially giving them the same power as Muhammed). Hence a guy like Al Sadr has a huge influence over a large portion of the population.
I'm not going to argue over WMD's in Iraq. And "neo-colonialism" is just a buzzword for "blame it all on Bush". Stop drinking the koolaid, start thinking for yourself. I know it may hard at first, but like any new activity practice makes perfect.
